构建社会主义和谐社会是一项系统工程.行政伦理建设与社会主义和谐社会的构建在要求和目标上的一致性,决定了行政伦理建设在社会主义和谐社会构建中的重要作用.在社会主义和谐社会的建构中,加强行政伦理建设可以从内部控制与外部控制二个层面来进行,内部控制的手段主要是重塑和谐社会视野下的行政伦理价值体系,外部控制的手段主要是构建和谐社会视野下的行政伦理制度体系.

To Construct the harmonious society is a system project. The unanimous demand and aim between administrative ethic constmction and harmonious society construction determine the administrative ethic construction' s function in constructing harmonious society. During the harmonious society construction, we could use Internal control and external control to beef up administrative ethic construction. The means of Internal control is to remould the administrative ethic value system under the vision of constructing harmoni-ous society. The means of external control is to construct the administrative ethic institution system under the vision of constructing har-monious society.
