Both Xinsha and Nansha Ro-Ro terminals of Pearl River Delta are in the Pearl River estuary, the annual traffics of which are obviously unable to meet their capacity. At present, affected by the financial crisis, the traffics are lacking obviously, and it is difficult to realize scale benefit. Based on the analysis of experience of some Ro--Ro terminals beth at home and abroad, this paper discusses the strategy to port development.
