钢铁行业作为我国的能耗大户，如何进行二次能源回收利用，运用循环经济的原理和原则来推进节能减排，已成为钢铁企业发展的最关键因素。济钢集团在节能减排方面做了大量工作，取得了喊好地成效并积累了很多经验。结合济钢集团案例，我国政府在钢铁企业节能减排方面应建立可行的钢铁企业节能减排法规；建立健全国家、地方相关部门的联动机制；制定《钢铁企业空气质量控制的技术指南》，明确衡量大气污染排放物的指标和范围；制定低碳排放中国钢铁工业技术路线图；对于积极承担环保责任的企业，政府给予一定的信贷优惠或直接给予补贴。即从多个方面为钢铁企业发展循环经济创造良好的外部条件。

The iron and steel enterprises are the biggest energy-consuming enterprises, hence, how they recycle the secondary energy and reach energy conservation and emission reduction with the principle of circular economy has become the most important factor for their development. Jigang Group has made some achievements and gained some experience in energy conservation and emission reduction. Accordingly, Chinese government should stipulate practical regulations on energy conservation and emission reduction for iron and steel enterprises to improve linkage mechanism among national and local departments, make directions on air quality control for iron and steel enterprises to clarify the indicator and scope to measure air pollution emissions, design a technology roadmap on low-carbon emission for Chinese iron and steel enterprises, provide a certain preference in credit or direct subsidy for the enterprises that take the responsibility of protecting environment. To sum up, the government should offer favorable external conditions for the iron and steel enterprises from multipie aspects to develop circulation economy.
