随着我国社会保障制度的建立和不断完善,20世纪90年代以来,以城市社会救助改革为突破口,以最低生活保障制度为基础,以覆盖城乡困难人群为目标,我国逐步形成了与经济发展水平相适应的社会救助体系,在保障城乡居民基本生活,维护社会稳定方面发挥了重要的作用。然而,受传统城乡二元经济结构的影响,社会救助体系也呈现出二元分割的局面,城乡社会救助自成体系,救助标准差距悬殊,严重影响了统筹城乡经济社会发展的进程。本文基于西安市城乡的调查数据,总结现行社会救助政策实施中存在的问题,并提出了对策建议。

With the establishment and improvement of China＇s social security system,we have gradually form a social assistance system suited to the level of economic development,which is based on the minimum living security system,begins with the reform of urban social assistance and targets on covering the whole impoverished population.This system has played an important role in guaranteeing people＇s basic livelihood and maintaining the social stability.However,influenced by the traditional urban-rural dual economic structure,social assistance system also showed the situation of two separated segments,hindering the process to make overall plans for urban and rural system.This paper summarizes the current problems of social assistance policy of Xi＇an according to the survey data both in the urban and rural areas,then puts forward to some proposals to settle these issues.
