Starting with the analysis of such issues as the vanguard role and leading position of seeds in food production,the huge harmfulness to food production caused by the seed insecurity and the profound lessons learnt from it,the author expounded the necessity and urgency to set up the concept of seed security,put forward the point of view of ensuring seed security for food security,and proposed measures to be taken for ensuring seed security、such as enhancing the innovation in seed science and technology and improving the core-competitiveness in seed industry.
