科技创新基础水平是一个地区创新发展的基础。以中央“十二五”规划精神为指导思想，按照系统性、科学性和可操作性的原则构建科技创新基础水平评价指标体系，采用因子分析和聚类分析的方法，对浙江省11个地市的科技创新基础水平进行实证分析。结果表明，浙江省科技创新基础水平还不均衡，应加快创新型人才队伍建设，加大创新基础投入，加速产业转型升级，大力发展海洋经济。
科技創新基礎水平是一箇地區創新髮展的基礎。以中央“十二五”規劃精神為指導思想，按照繫統性、科學性和可操作性的原則構建科技創新基礎水平評價指標體繫，採用因子分析和聚類分析的方法，對浙江省11箇地市的科技創新基礎水平進行實證分析。結果錶明，浙江省科技創新基礎水平還不均衡，應加快創新型人纔隊伍建設，加大創新基礎投入，加速產業轉型升級，大力髮展海洋經濟。
과기창신기출수평시일개지구창신발전적기출。이중앙“십이오”규화정신위지도사상，안조계통성、과학성화가조작성적원칙구건과기창신기출수평평개지표체계，채용인자분석화취류분석적방법，대절강성11개지시적과기창신기출수평진행실증분석。결과표명，절강성과기창신기출수평환불균형，응가쾌창신형인재대오건설，가대창신기출투입，가속산업전형승급，대력발전해양경제。
The basic level of scientific and technological innovation is the basis of local innovative development. The evaluation indicator system of basic level of scientific and technological innovation is established systematically, scientifically and operationally under the guidance of the essence of ＂the 12th National Five-year Master Plan＂ made by the central government. Factor analysis and cluster analysis are applied to accomplish empirical analysis on the basic level of local scientific and technological innovation in the eleven municipal cities of Zhejiang Province. The result shows that the basic level of regional scientific and technological innovation in Zhejiang Province is unbalanced. The construction of innovative talents should be accelerated, the basic input of innovation should be increased, the industrial transformation should be promoted, and the oceanic economy should be developed rapidly.
