基于教育经济学理论，构建国家教育考试制度改革与创新的公平和效率原则，即公平性原则、供需均衡原则、效率性原则等；阐述国家教育考试制度组织形式、职能定位、功能作用；分析国家考试制度多元化需求改革与创新．包括选择性教育考试制度、职业资格考试制度、国家教育考试供给制度等；最后，提出推进国家教育考试制度改革与创新的对策建议。即创立公平与效率兼顾的教育考试制度，完善国家教育考试制度的法律机制．健全国家教育考试服务组织保障机制，构建国家终身教育考试制度体系等。
