近年来,地方政府债务规模急剧增加,部分地方政府偿债压力较大,存在一定的债务风险。其主要是因为地方政府财权与事权不对称、政府投融资体制改革滞后和行政管理体制存在缺陷造成的。化解地方政府债务风险,应完善分税制财政体制,增强防范与化解地方政府债务风险的能力;推进地方政府投融资体制改革,建立经济社会风险分散化解机制;深化行政管理体制改革,强化地方政府债务管理监督,确保国家经济社会稳步发展。
근년래,지방정부채무규모급극증가,부분지방정부상채압력교대,존재일정적채무풍험。기주요시인위지방정부재권여사권불대칭、정부투융자체제개혁체후화행정관리체제존재결함조성적。화해지방정부채무풍험,응완선분세제재정체제,증강방범여화해지방정부채무풍험적능력;추진지방정부투융자체제개혁,건립경제사회풍험분산화해궤제;심화행정관리체제개혁,강화지방정부채무관리감독,학보국가경제사회은보발전。
In recent years local governments have been increasing their debt dramatically.Some local governments have been confronted with an increasing pressure of repayment and others have been faced with debt risk.All this is thought to be caused mainly by the local governments＇ failure in taking their financial and personnel responsibilities that match up to their debts,reforming their financial system in time and eradicating the defects existing in the administrative system.In order to mitigate the debt risk facing local governments and ensure that the Chinese economy and society can develop in a steady and firm way it is suggested local governments should try to perfect the financial system which is based on a system where tax revenues are shared by central and local governments,strengthen their capability of mitigating debt risks,push forward the reform of their investment and financial system,establish a mechanism with which various economic and social risks they are to be faced with can be mitigated in a diversified way,deepen the reform of the current system of administrative control and aggrandize the local governments＇ debt control and supervision.
