基于投入产出方法,首先确定各个产业部门对碳排放的依赖度;再确定产业部门对整个经济的影响度;统筹考虑确定两方面的因素来确定各产业部门碳减排责任。对河北省的实证研究表明,在对碳排放依赖度较高的产业部门中,应承担较大的碳减排责任的部门是炼焦、煤气及石油加工业,金属矿冶炼及延压加工业,非金属矿物制品业;而碳排放最大的电力、热力的生产和供应业等产业因对整体经济的影响较大,不宜承担较大的碳减排责任。

Based on input-output analysis method,this article firstly ascertains to which extent each industry department depends on carbon emission reduction,and then how much certain department will influence the whole economy.Given both factors,the responsibility for carbon emission reduction of each industry department could be figured out unequivocally.Empirical research about Hebei province indicates that amongst all the departments which heavily depend on carbon emission reduction,coking plants,coal gas and petroleum processing plants,metallurgy and pressure processing extension and nonmetallic mineral industry should share more responsibility.Instead,some industries with heavy carbon emission such as electricity,heating power and supply plant should not undertake much responsibility.
