安徽省试点基层医疗卫生机构基本药物统一集中招标采购，立足制度和机制创新．探索集中采购新模式，在最大限度降低药品价格等方面进行了积极探索，但采取限制投标主体、实行“单一货源”和“最低价中标”等措施也出现了一些问题.实践证明只有坚持药品供应市场化方向，通过统一集中招标，营造公平市场竞争环境，切断药品供应商与基层医疗卫生机构、医务人员的利益联系，才能使基本药物制度落到实处。
