教育考试作为我国公共服务事业，无论是从其自身性质还是从公共管理的视角分析，公平都是其核心价值。各类突发事件对教育考试的公平价值造成严重损害，在处置过程中必须把公平放在核心位置，通过完善制度、信息公开、技术手段、打击舞弊、权利救济等途径维护教育考试的公平公正。

Educational examination is one of the national public service in China, and fairness is considered as its core value either from the perspective of the nature of educational examination, or from that of public administration. All kinds of emergent events taken place will do serious damage on the fairness of educational examination. In coping with these events, fairness is a top priority. A fair and impartial educational examination can be maintained by means of improving the relevant system, releasing public information, upgrading technical means, combating fraud, using the right of remedy and so on.
