The empirical analysis on the Capital Accumulation Effects of FDI in Xinjiang is based on the sum- mary of the related research at home and abroad. Draw ing lessons from Manuel ＆ Ricardo （ 2000 ） and Lu Jianjun （ 2003 ） and others＇ ideolog.Using the Xinjiang 1985-2009 year economic data, this empirical analysis uses the econo- metrical methodologies of unit root test, E-G cointegration, Grainger causality test and so on. The research shows that： from a general point of view, FDI has the effect of crowding＇out effect on domestic investment in Xinjiang. The gov- ernment ought to strengthen the guidance and supervision of FDI good quality, reasonable layout when pursuing the number of FDI. In addition, in order to weake or avoid FDI extrusion effect, the government should pay attention to that technological progress in domestic enterprise which is promoted by the effect of technology spillover, and indus- trial correlation effect.
