It is well known that scientific and technical information resource (STIR) is an important support and guarantee for the national development and innovation in science and technology, so it would be of instructive significance to deeply analyze the value transfer characteristics and basic principles of STIR in various phases of sharing and service. In this paper, we explored the connotations of STIR and its value, and reviewe the current situation as well as existing problems in the study of the STIR value. The fundamental styles of STIR value transfer are investigated on the basis of analyzing the flow of STIR sharing and service, and much attention is paid on the discussion of the basic style of STIR value transfer in one department or among different departments.
