Commencing with the concept of command information system, several effectiveness evaluation methods of systems are summarized and some localization and applicability of current effectiveness evaluation methods are indicated. An improved effectiveness evaluation method, namely, hierarchy-grey analytic method is introduced based on the grey system theory and the basic steps of hierarchy-grey analytic method for evaluation are described, which the exactitude and the utility of this method for evaluating the effectiveness of command informa- tion system is proved by the given grey evaluation example.
