义务教育功能之实现,有赖于国家、社会、学校、家庭等义务教育主体义务之积极履行。在众多义务主体中,又以国家义务之履行最为重要,也最为全面。以政府为代表的国家,应依据国家最高义务原则,积极履行国际人权法规和国内宪法、法规规定的义务,推动义务教育的良性发展。
義務教育功能之實現,有賴于國傢、社會、學校、傢庭等義務教育主體義務之積極履行。在衆多義務主體中,又以國傢義務之履行最為重要,也最為全麵。以政府為代錶的國傢,應依據國傢最高義務原則,積極履行國際人權法規和國內憲法、法規規定的義務,推動義務教育的良性髮展。
의무교육공능지실현,유뢰우국가、사회、학교、가정등의무교육주체의무지적겁리행。재음다의무주체중,우이국가의무지리행최위중요,야최위전면。이정부위대표적국가,응의거국가최고의무원칙,적겁리행국제인권법규화국내헌법、법규규정적의무,추동의무교육적량성발전。
The realization of the compulsory education depends on the obligation subjects such as the state, the society, the school and the family. Among them, the state's obligation is the most important and powerful. The government, on behalf of the state, should implement international human fights law, constitution and other laws in the light of the basic principle "the state undertakes the greatest obligation" to promote the positive development of the compulsory education.
