During confirming construction scale of the Xiabandi hydro-complex in Xinjiang, how to utilize the built hydro-electric projects and bring them into full play, and how to utilize the runoff-hydrologic compensation within a basin, the interbasin electric power compensation and the reversed regulation of the downstream lowland reservoirs are discussed. The helpful thinking methods for analyzing and reasoning the construction scale of long period storage reservoir and the development of local economy, are developed in this paper.
