Developing of cooperatives to promote the industrialized operation of agriculture process was one of the most effective ways to solve how to develop agriculture, protect farmer＇s interests and maintain rural stability. The operation conditions of specialized farmers＇ cooperatives and the industrialized operations of agriculture in Harbin were introduced and the problems were analyzed. The suggestions that how to develop specialized farmers＇ cooperatives and promote the industrialized operation of modern agriculture in Harbin were proposed.
