The background and current developing situation of radio monitoring system in our country is described. And then, its theory and structure are analyzed in the relative field. The operation mechanisms are explained in two different model, automatic monitoring and manual monitoring. For the application of the field strength covered forecast measuring system, the selection of radio propaga- tion, the system main function, and the use with GIS technology are illustrated from different aspects. Through the utilizing of spatial analysis and three dimensional analyses in GIS, the strength covered forecast measuring system will be re-developed and its performance will also be improved.
