按照树立和落实科学发展观、全面建设小康社会、构建资源节约型和环境友好型社会的总体要求，我国实行最严格的耕地保护制度。以常德市鼎城区新一轮土地利用规划修编（2006--2020年）为依据，提出农村居民点在建设、使用及规划等方面存在的问题，并从农村居民点整理的方向．提出补充耕地的对策。

In accordance with the requirements of implementation of the ＂scientific concept of development＇, comprehensive construction of a well-off society and building an energy-efficient and environment-friendly society in general,the protection system of cultivated land was implemented strictly in China.On the basis of the revision of land use planning in Dingcheng District of Changde City （2006--2020） ,the existing problems of the rural residential areas＇ construction,use,planning,etc ,were proposed,the countermeasures of increasing cultivation from rural residential land consolidation were put forward.
