南运河是历史上京杭大运河的下游河段，过去水量丰沛，航运畅通，20世纪70年代以后断流。为恢复运河原有功能，并为京杭大运河“申遗”做好准备，建议搞好水量调度，增加引黄水量和引江东线生态供水指标，进行规划治理，搞好社会融资，增强水利景点，打造南运河历史文化景观带，提升城市品味，带动相关产业发展。

남운하시역사상경항대운하적하유하단，과거수량봉패，항운창통，20세기70년대이후단류。위회복운하원유공능，병위경항대운하“신유”주호준비，건의고호수량조도，증가인황수량화인강동선생태공수지표，진행규화치리，고호사회융자，증강수리경점，타조남운하역사문화경관대，제승성시품미，대동상관산업발전。
South Canal is the downstream reaches of Beijing - Hangzhou Grand Canal in the history. In the past, water -rich, shipping unblocked. Since 1970s, stream betrunking.
