教师教学质量评价工作由于受评价的体制、主体、指标、组织、政策等因素的影响,使得评价结果得不到普遍认可。改革与加强教师教学质量评价工作需要坚持"三为主"的基本原则,即在评价标准的制定上,体现学术为主的原则;在谁来评价上,体现以学院、学生为主的原则;在评价结果处理上,体现以激励为主的原则,这样教师教学质量评价工作才能走出困境,从而有效发挥它在教学质量管理中的杠杆作用。

The teaching quality evaluation and monitoring results are not well accepted by the teachers due to the influential factors such as evaluation system,main entities,index,organization,and policies.The evaluation reform should be based on "three centers" principle: the academic centered principle in the evaluation criterion formulation,the college(department)-student centered principle in the choice of who to evaluate,and the encouragement-centered principle in the treatment of and attitude towards the evaluation result.This reform will help extricate the teaching quality evaluation from a difficult or even embarrassing position and give full play to its quality control and monitoring function.
