Water resources exploited system is a typical complex system. By introducing generalized information entropy principle, a new model for structural evolution and assessment of water resources exploited system was established. With assessing the state of water resources exploited system in Beijing and comparing the state of water resources exploited system among four municipalities as examples, the application for the framework was conducted.
