高速公路运行效率监控由两阶段分析实现,第一阶段是对不同运营期间内运行效率的测度,选用能够反映高速公路基本运行特征的交通量、平均行驶时间等分析指标作为决策变量,以高速公路运营过程中的各时间段为决策单元.构造可排序的数据包络分析模型测度决策单元相时效率的变化,得到外部运营环境影响下交通运行效率的动态发展过程;第二阶段是对运营过程中发生的异常状况的识别,应用质量管理中的质量控制图法,将运行效率测度值在单值一极差控制图上描点,识别高速公路运行情况最好的时期,将其作为以后实践的参考标准,实现运营管理策略实施的自我监控和自我调整,从而对高速公路的运营管理进行连续性的改进;最后,论文用算例对模型的合理性和可行性进行验证.

Freeway operation efficiency monitoring is realized in two phases. The first phase is to measure the efficiency of different operation periods. Traffic volume and average travel time which could reflect the freeway operation features were selected as indexes of decision making variables. Then the sortable DEA model was established to measure the relative efficiency of decision making units which are the time intervals of freeway operation process. Through this model, the dynamic development process of freeway operation efficiency under the influence of external operation environment was attained. The second phase is to identify the abnormal case during the operation process. The quality control chart in quality management method was applied to trace the points of efficiency measure values on single value-range control chart. This could be used to recognize the best period of freeway operation which could be used as a reference to realize the self monitoring and self control for operation management strategy. Consequently, the management of highway could be improved continuously. In addition, a case was used to validate the rationality and feasibility of abovementioned model.
