高等农业院校已成为农业科技研究的主力军和推动农业经济发展的重要力量。研究高等农业院校科技活动投入产出效率，对我国实施“科教兴农”战略具有重要意义。本文依据数据包络分析模型，在科学性、可行性、可比性、时效性原则基础上建立以人员投入、经费投入和教学科研仪器设备投入为输入指标，以发表论文、出版著作、申请专利、科研奖励、验收及鉴定成果数和成果技术转让数为输出指标的效率评价指标体系，对东北农业大学2005—2010年的科技活动投入产出效率进行分析。研究表明，近五年来东北农业大学科技活动投入产出效率呈上升趋势，但是其中有的年度技术效率还有待提高，因此应当调整科技活动中人、财、物的投入，加大科技活动产出，进而提高科技活动投入产出效率。

The agricultural Universities have become the main force of agricultural science and technology research, the power to promote economic development. The research of the input - output performance of science and technology activities in the agricultural university is significance to our ＂agriculture through science and education＂ strategy. According to the data envelopment analysis （DEA）, based on the science principle, feasibility principle, comparability principle, timeliness principle to establish Performance Evaluation System and based on establishing the input index with staff input, the input of funds and investment in teaching and research, we should establish the output index with published papers, published books, patents, research awards, acceptance and identification number of outcomes and outcome indicators for the output number of technology transfer. The writer analyzes the efficiency of input - output science and technology activities of Northeast Agricultural university from 2005 - 2010. From the research, the efficiency of input - output science and technology activities of Northeast Agricultural university showed ascendant trend nearly five years, But some of these annual need to improve, we should adjust inputs of human, financial, material and increase out- put of science and technology activities. So as to improve the efficiency of input - output science and technology activities.
