配电系统规划的目的是优化为用户服务。文章分3部分讨论了中国配电系统规划中存在的重要问题:①可靠和洁净的电源方面尚须解决的燃煤污染问题、大量开发水电问题、太阳能及风力发电等洁净电力问题以及不少不确定性问题,还有分散发电、直接供电于用户等。②输配电系统的整体优化问题,是电力市场的核心问题。文中概述了辐射性配电网络优化方法的特点及网状输电网络优化方法,讨论了输配电系统综合优化的方法及用智能技术处理不确定性问题。③用户负荷的不确定性问题。论述了怎样用模糊方法来描述不确定性和怎样凭经验数据来改进描述的方法。提出了新的数据库须适应专家信息的要求的意见。

The object of distribution planning is to optimize the service to customers. China already achieved encouraging attainment. There, however, still are difficult problems for solution. This paper discusses the problems in three parts: (1) Unfailing and clean power sources. There are problems of mitigation of pollution due to coal burning, development on large scale clean hydroelectric power, solar and wind power. There are serious uncertainties regarding the pollution mitigation, and coordination of clean generation, and domestication of production of equipment and lowering the cost of nuclear power equipment. The dispersed generation and direct supply of clean electricity to consumers greatly influence the distribution planning. (2) Global optimization of the transmission and distribution systems is the key problem of successful electricity market. On the market, the business should be open, fair, and righteous and should provide opportunity for excellence of each participant, district or entity. It is pertinent to enforce the planning based upon GIS. This paper outlines the method of optimization of the network in radial operation as different to those of the transmission system in mesh operation, and discusses the method of global optimization of the distribution and transmission system as a whole. It presents the use of intelligent technology to deal with the uncertainties. Finally, it expounds the use of fuzzy methodology to deal with the uncertainties of the customer load. It discusses how to represent the uncertainties by the membership functions, with focus on the value of the actual experience to improve the representation. The paper suggests establishing new data-base to include the experience of the experts.
