改革开放的实践表明,市场换不来核心技术,而企业没有核心技术无法持续发展,中小企业要想达到设定的发展目标,必须拥有自己的核心技术,自主创新是中小企业可持续发展的必然选择.针对中小企业目前面临缺乏自主知识产权的技术和产品、资源短缺、社会信誉和认可度低等问题,提出中小企业自主创新联合体(Research Joint Ventures,简称RJVs)的新概念,运用期权理论探讨利益与激励机制效用,广泛吸纳来自政府和市场的资源,根据企业发展的需要,设立不同组织形式的联合体(RJVs),在R&D阶段共同投资、共同研发、共享成果、共同发展,在产品生产和市场开发阶段进行竞争的一种研发投资形式.

The practice of the reformation indicates that market cannot give you the kernel technology;moreover,the enterprises can't get their durative development without kernel technology,if the small business enterprises want to arrive their goal,they should get their own technology,so innovation is their only choice.In the following article,we focus on the enterprises' lacking of the knowledge property rights,resources,social credit and lower consideration,so that Ⅰ put forward the definition of Research Joint Ventures.The definition based on the time theory and the effect of inspiration,the RJVs can receive the resources from the market and government according to the different demands of enterprises,so that they can set up different kinds of RJVs.In the RJVs,enterprises can invest together,research together,share their production,develop together in the R&D period;what's more,they compete in the production and marketing period.
