以钦州学院图书馆为例，呼唤以人为本，抓好部门之间的和谐，上下级之间的和谐，同事之间的和谐，环境的和谐，是促进高校图书馆内部和谐发展的策略；抓好与读者关系的和谐，与本校各系、部室及行政部门关系的和谐，与同行高校图书馆及外界其它不同行业之间的和谐，是促进高校图书馆外部关系的和谐发展策略。
이흠주학원도서관위례，호환이인위본，조호부문지간적화해，상하급지간적화해，동사지간적화해，배경적화해，시촉진고교도서관내부화해발전적책략；조호여독자관계적화해，여본교각계、부실급행정부문관계적화해，여동행고교도서관급외계기타불동행업지간적화해，시촉진고교도서관외부관계적화해발전책략。
Take the Library of Qinzhou University as a case study, this present paper aims to explore the harmonious development of university libraries. To be human-oriented, and ensure the harmony among different departments, among different ranks, among the staff, is a key element to promote the harmonious development of university libraries. Meanwhile, to ensure a harmony among readers, among the schools, departments and administrative branches of a university, with other university libraries and with libraries of any kind is the second key element for the harmonious development of university libraries.
