本文分析了改革开放30多年来,特别是近年来,中国政府采取多种政策措施来支持现代农业的建设和发展,使中国粮食生产连获丰收,农民收入持续较快增长,农村基础设施建设取得重大进展,农村面貌得到明显改变,农村公共事业快速发展,中国农业发展取得的巨大成就。同时还对中国建设现代农业的主要制约因素进行细致的分析,找出了存在的主要问题。作者认为虽然中国属于发展中国家,与发达国家相比,资金、人才、技术资源相对匮乏,但是中国推进现代农业的很多做法,如因地制宜地建设现代农业,加大政府对农业的支持,建立健全现代农业产业体系,完善农村土地流转制度,充分发挥现代农业示范区的作用,这些成功经验将对发展中国家都有很大的借鉴和启示。

This paper analyzed the great achievement,which China achieved during the period of the reform and opening up going into depth over the past two decades and more,especially in recent years.During this process,Chinese government has adopted many policies and measures to support the construction and development of modern agriculture,which made China grain harvest year by year,and kept the farmers＇ income growth sustained and rapid.Rural infrastructure construction has made significant progress,significant changes happened in rural areas,and the development of public utilities was rapid in rural areas.Meanwhile,detailed analyses were made to explain major constraints of building a modern agriculture in China and the problems were been pointed in this process.Although China is a developing country,compared with the developed countries,capital,talent,technology and resources are relatively scarce,many methods of China to promote modern agricultural practices,such as to build a modern agriculture in line of the local conditions,increase the powder of government support to agriculture,establish a sound modern agricultural industrial system,improve the rural land transfer system,and give full play to the role of modern agricultural demonstration zone,which would provide successful experience and enlightenment for developing countries.
