This paper establishes a concept model for the city innovation system based on the agent-based modeling method. Four layers of connection networks are modeled for the interactions among system elements, and the dynamic evolutionary process of the system are presented as four phases. The established model is applied to analyze a practical system-Qingdao city innovation system. Political advices for Qingdao innovation system are proposed.
