我国华北、西北和东北(“三北”)地区风能资源丰富,当地负荷水平低,网架薄弱,需要选择合理的风电外送方式。假设送端系统和受端系统足够坚强,仅考虑风电出力特性和输电通道容量约束,以经济性为目标,提出风电基地外送方式的选择思路。研究结果表明,“三北”地区风电单独外送的技术风险大,弃风电量多,对电价上涨的推动大;风火联合网对网外送电技术可行、经济合理,符合我国能源发展格局。

Wind power resources are abundant in the North China, Northwest China and Northeast China, while the load level in these areas is low and the power network is weak. So a reasonable transmission mode should be chosen for the wind power. Suppose the sending and receiving systems are strong enough and only the wind power output feature and the transmission capacity are considered, a thinking line is proposed for selecting the wind power transmission mode by taking the economy as the goal. The research shows that in the north, northwest and northeast area of China, the technical risk is high for sole wind power transmission and the abandoned wind power is large, which will result in power price surge. The combined transmission of wind power and fossil power via network to network is feasible in technology, reasonable in economy, and in line with the energy development situation in China.
