In this paper we propose a coupled neural networks model,which is driven by constant stimulations and can show a staircase with fractal structure in parameter plane ( I,ε ). It is discussed that this staircase is a critical boundary marking the transition of one layer of this system from partial excitement to full excitement.Numerical experiments are performed to explain why this boundary has fractal structure.
