提出了一种以能耗与污染物排放最少为目标的发电侧节能减排新模式.该模式由容量合同交易、可变成本报价以及能耗和污染物排放量排序3部分组成.通过容量合同交易可实现机组的高低能耗置换,从而解决机组固定成本差异问题;可变成本报价表征能耗大小,通过可变成本排序和污染物排放量排序确定机组上网电量,以达到节能减排的社会目标.最后给出了相应的数学模型和求解方法.对某系统的计算结果表明所提出的模式切实可行.

A novel energy saving and emission reducing(ESER) mode which takes the minimum energy consumption and pollutant emissions as object for generation market is proposed. The proposed mode includes three parts, i.e. capacity contract tradeoff, variable cost bid, and energy consumption and pollutant emission ordering. By capacity contract tradeoff, the exchange between the high energy consumption generation unit and low energy consumption units can be achieved to handle the fixed cost differences among generation units. The variable cost is the characterization of the energy consumption, by variable cost bid and pollutant emission ordering, the electricity generation of each generation unit can be determined to reach the energy saving and emission reducing social goal. At last, the corresponding mathematical model and its solution method are given. The simulation results of an example system verify that the proposed mode is operable.
