我国科技人力资源开发存在制度单一、目标定位偏差、可持续开发性差、公共科研资源评价分配显失公正、生产质量下降和开发使用效益不高等问题;必须创新开发制度,纠正目标定位,完善开发标准、体制机制和公共科研资源分配与学术成果评价体制机制,着力构建教育培养创新体系,还科技人力资源开发制度建设本来面目,为建设创新型国家提供坚实的科技人才保障。
我國科技人力資源開髮存在製度單一、目標定位偏差、可持續開髮性差、公共科研資源評價分配顯失公正、生產質量下降和開髮使用效益不高等問題;必鬚創新開髮製度,糾正目標定位,完善開髮標準、體製機製和公共科研資源分配與學術成果評價體製機製,著力構建教育培養創新體繫,還科技人力資源開髮製度建設本來麵目,為建設創新型國傢提供堅實的科技人纔保障。
아국과기인력자원개발존재제도단일、목표정위편차、가지속개발성차、공공과연자원평개분배현실공정、생산질량하강화개발사용효익불고등문제;필수창신개발제도,규정목표정위,완선개발표준、체제궤제화공공과연자원분배여학술성과평개체제궤제,착력구건교육배양창신체계,환과기인력자원개발제도건설본래면목,위건설창신형국가제공견실적과기인재보장。
A single system, orientation deviation, poor sustainable development, injustice in the allocation of public research re- sources, drop in the quality of production and low efficiency of development quality and so on are the main problems of human resources development in science and technology of China. Therefore, innovating development system, correcting orientation deviation, perfecting development standards and system, perfecting the system of the public research resources allocation and the academic achievement eval- uation, focusing on building an innovation system of education must be carried out in order to reconstruct the true features of human resources development in science and technology, and to lay a solid guarantee for constructinz innovation-oriented country.
