In America the changing of power between Congress and President in the US political system has a direct influence on the making and implementing of its trade policy. The contradictive movement of interventionism and liberalism in economic life has a deep effect on American trade policy. Chances and challenges brought by the international system have played another role that can’t be ignored in the changing of American institutions. International power structure and security environment are the most important molding factors of the domestic institutions,which is influential in the changing of its trade policy.
