在政府机关管理中践行科学发展观，关键在于要跟上党理论创新的步伐，更新发展理念，转变领导方式，真正把科学发展观转化为指导政府机关管理工作的科学世界观和方法论。以科学发展观为指导，必须树立与科学发展观相适应的科学管理观，即贯彻以人为本的核心思想，坚持以人的全面发展为目标，树立科学的人本观；贯彻协调发展的思想，坚持以科学统筹为途径，树立科学的系统观；贯彻开拓创新的思想，坚持以管理创新为先导，树立科学的创新观。
