就20世纪90年代的4次冬季寒害对广东种养业的严重影响进行了分析，指出冬季寒害对国民经济建设的影响不能低估，它给国民经济，特别是农业造成的损失并不亚于台风暴雨灾害。在分析冬季寒害的基础上，提出在开发利用冬季气候资源的同时，必须认真做好寒害的防御工作.

On the basis of analyzing the serious influence of the four winter cold disasters on plantation and aquaculture in Guangdong Province in 1990s, it is pointed out that winter cold disasters' influence on national economy and construction cannot be underestimated. The loss of national economy caused by it, especially in agricultrue, is not less than that caused by typhoon and rainstorm. It is also advanced that people must do enough defence work against cold disasters when they develop and make use of winter climate resources.
