随着云南经济社会的快速发展,环境问题日益凸显,正面临着经济增长与环境污染、资源短缺、产业层次低下、技术创新不足之间的矛盾。为此,转变工业发展方式,推行低碳经济是云南未来发展的一条必由之路,也是科学发展观的必然要求。文章在分析云南县域低碳经济发展制约因素的基础上,提出云南县域低碳经济发展应该是加大政策扶持,制定低碳经济区域政策,培育和布局具有比较优势的低碳产业;调整优化产业结构和产业布局,改变不合理的产业结构,促进产业升级;引进先进适用的低碳技术,推动技术进步,促进低碳经济发展。

With the rapid development of economic and social in Yunnan province, the environment prob- lem is becoming increasingly apparent, Yunnan province is facing conflicts: economic growth and environmental pollution, resource shortages, low industrial level, lack of technological innovation and so on. Therefore, changing the industrial development mode and pursuing low - carbon economy is the only way of Yunnan province's future development, is also a necessary requirement of Scientific Outlook on Development. Based on the analysis of constraints of low - carbon economy in Yunnan county region, the paper proposed low - carbon economic de- velopment strategy of Yunnan county domain should be: to increase policy support, formulate regional policy of low - carbon economy, cultivate and arrange the comparative advantage of low - carbon industries ; adjust and optimize industrial structure and industrial distribution, change the irrational industrial structure, promote indus- trial upgrading opment of low ; introduce the advanced low -carbon technology, promote technological progress and the devel- - carbon economy.
