在传统法律价值的基础上,结合现代生态文明伦理观,对传统法律价值注入生态文明元素,赋予传统法律价值的新内涵,论述生态文明城市的自由价值、生态价值、公平价值、效益价值、安全价值,即从对自然的绝对自由到相对自由的演进,由社会秩序向生态秩序扩展,由代内公平向代际公平迈进,从经济和社会效益向生态效益转变,由社会安全到生态安全跨越,并阐释生态文明城市法律价值冲突的现象及解决原则。

On the basis of traditional legal value,combining civilized and ecological ethics in modern society,the article adds some civilized and ecological elements to traditional legal value,attaches some new concept to traditional legal value,expounds the legal values such as freedom,ecology,fairness,effectiveness,security.In another word,by developing from absolute freedom to relative freedom,expanding from social order to ecological order,striding from fairness inside the same generation to fairness inside different generation,transforming from economic and social effectiveness to ecological effectiveness,spanning from social security to ecological security,the article mainly deals with legal value conflicts in civilized and ecological cities and the solution to them.
