全面系统地分析了辽宁省耕地资源利用的现状和存在的问题,并提出了合理开发利用耕地后备资源,是实现耕地总量的动态平衡的重要因素之一,同时从可持续利用角度对耕地后备资源的开发利用提出了科学合理的建议和对策。

This paper studied the object and the existing problems of potential cultivated resources using in Liaoning province.Then it put forwarded that being reasonable exploitation and utilization of potential cultivated resources is one of the keys for realizing dynamic equilibrium of the total cultivated.And this paper put forward reasonable countermeasures on exploitation and utilization of potential cultivated resources from the view of sustainable utilization.
