研制集成农村集体土地使用权登记信息输入、维护、查询与证书打印等功能的信息系统,为县级土地管理部门实现行政区划全覆盖的农村集体土地使用权登记发证提供便捷工具.在分析县级土地管理部门进行农村集体土地使用权登记发证的业务流程基础上,确定了系统功能运行、数据库管理的工作环境;以集体土地使用权证书内容信息为数据基础,分析数据来源、实体关系,基于ArcGIS的Personal Geodatabase设计了反映宗地权属信息的空间数据库和非空间数据库;基于ArcMap的制图技术建立了集体土地使用权证书的MXD工程模板,设计了通过El-ement和DataFrame分别实现证书上宗地属性和图形信息映射和显示方法;使用ArcGIS EngineV9.3组件和高级编程工具Visual Studio 2008实现了系统功能组件开发,根据业务单位的软件、人力现状设计了＂独立系统＂和＂平台嵌入＂两种系统实现的模式.研究设计的系统软件功能简洁、实用,既有效实现了农村集体土地使用权登记发证,又能有效管理集体土地权属的相关空间和属性数据,对县级国土管理部门提高工作效率和效果具有重要的意义.

The purpose of this study is to develop an information system to input,maintain,inquire rural land use right registration information and print certificate of collective-owned land use right,which can provide a convenient tool for land administrative departments at the county level.The research followed the 4 steps： Firstly,hardware and software environment for system operation and database management were designed based on the workflow of certificating collective-owned land use right in land administrative departments at the county level.Secondly,according to the content in collective-owned land use right certificate,data source and entity-relationship were analyzed,then spatial and attribute databases were designed in Personal Geodatabase of ArcGIS.Thirdly,an ArcMap＇s Mxd file was built as a template,in which attributes texts are associated by 24 element objects and spatial graphic is displayed by a data frame container.Lastly,functional components were developed using ArcGIS EngineV9.3 and Visual Studio 2008 and 2 kinds of models including ＂stand-alone system＂ and ＂GIS platform embedded＂ to construct the information system were also designed to meet different requirement of those departments.The system can not only realize registration and certification of the rural collective-owned land use right,but also manage related attributes and spatial information data effectively.So it will be of great significance to get high efficiency and good effect for land administrative departments at the county level.
