指出目前国内工程公司(或设计院)加速向国际型工程公司过渡首先要做的工作，即必须发挥设计在工程总承包中的主导作用，在设计阶段就将采购、施工，以及健康、安全、环保管理(HSE)纳入正常的设计程序中,以尽快适应国外项目的要求。关于采购工作，着重介绍了请购文件的编制和对分供方的技术标评估工作。关于可施工性研究，介绍了设计传统做法与可施工性的矛盾及解决办法,以及可施工性指南的编制及内容。关于HSE工作，介绍了在设计过程中进行HSE管理的主要工作程序和内容。

Preliminary works accelerating the transition from domestic engineering corporation(or design institute) to international engineering corporation were pointed out.It is necessary to take the leading role of design in EPC projects,to integrate design with procurement,construction,health,safety and environment managements (HSE),to meet requirements of foreign projects as early as possible.Following aspects were introduced.(1)Both schedule and evaluation of buying requisition documents.(2)Contradictions between conventional design and constructivity as well as the solutions.(3) Schedules and contents of the construction guidelines.(4) Primary procedures and contents of HSE in design.
