“预防为主，常备不懈”是应急管理工作的指导思想，应急预案是应急管理系统的核心要素和基础文本，具有预防事故和应急救援两项基本功能，预防事故是其本质功能。文章针对目前建设项目应急预案存在的问题，通过对应急预案预防事故功能进行分析和论述，从建设项目应急预案的制定、培训、检查、演练等四个方面对建设项目应急预案预防事故功能的构建进行了探索，倡导“预防事故，防患于未然”的预防事故理念。

It has the basic functions of Accident prevention and emergency rescue, of which the accident prevention is the essential function. Against the problems in construction project emergency plans, the article analysis and discuss its function of accident preven- tion,and explores the construction of the function of accident prevention of construction project emergency plans from the following 4 fields： drafting, training, checking and drilling. It initiates the＇ accident prevention idea of ＂accident prevention, prevents before it happens＂
