从环境安全的含义分析入手,探讨了我国环境安全面临着来自国际和国内的多种问题与挑战.针对这些问题,具体分析了解决我国环境安全问题的对策,包括:建立我国的环境安全观;发展循环经济,构建保障国家环境安全的经济体系;强化环境法治,建立和完善保障国家环境安全的法律体系;动员社会力量,建立保障国家环境安全全民参与体系;推进国际环境合作,构建外来环境风险的防范体系等对策.

The problems and challenges of environmental safety in China from international and domestic situation based on the analysis of the meaning of environmental security were discussed. Some countermeasures were put forward and thoroughly analyzed to solve these problems, including: establishing environmental security concept;developing of recycling economy and building a safe environment for the protection of national economy;strengthening the environmental rule of law, establishing and improving the legal system to protect national environmental security;establishing a system of all the people involved in to protect national environmental security by mobilizing social forces;promoting international cooperation and constructing prevention system to resist external environmental risks, and so on.
