随着民航通信业务的发展，对数据通信网的流量和可靠性的要求日益提高。民航依托华为综合接入网FA16，构建一个能覆盖民航所有机场、具有电信级可靠性和可用性的基础网络平台。文章通过对FA16的工作原理、系统构成及其工作流程的介绍，提高了维护、维修技术人员的业务水平，保障了民航空管设备的安全运行。

With the development of Civil Aviation communication service, the flow and reliability requirements of data communication network are increasing. Relying on Multi-Service Access Network FA16 of Huawei, the Civil Aviation builds a basic network platform which can cover all civil airports, and has carrier-class reliability and availability. Through introducing of the theory of FA16, the system constitution and the workflow, this article can help improve the technical staff＇s professional level of maintenance and repair, finally ensuring the safety operation of ATC equipments.
