化学原料药的试生产因为具有使用易燃易爆物料、危险化学品、新的生产设备、操作人员对工艺不熟悉等特点，较之常规生产风险程度更高，因此试车环节的生产安全事故多发。为减少事故的发生，很有必要对试车阶段的安全管理进行规范。本文阐述了化学原料药试生产项目安全管理的一种规范程序和在各阶段必须做好的工作。

Preproduction of chemical bulk drug with a higher degree of risk compared to regular production, because it used flammable materials, hazardous chemicals, new production equipment and the operators were not familiar with the production process. So preproduction phase had features of security the accident - prone. In order to reduce accidents, it was necessary to make standards of the safety management for preproduetion phase. This paper described a procedure of safety management and what must be prepared in various stages of preproduction of chemical bulk drug.
