高校权力运行监控机制建设，是加强高校党风廉政建设，规范权力运行，从源头上预防腐败滋生，促进廉洁治校，推动高校惩治和预防腐败体系建设，提高党的建设科学化水平，办人民满意大学的重要举措，也是全面贯彻落实胡锦涛总书记建党90周年讲话精神及十七届五中全会通过的《十二五教育规划纲要》、实现高等学校科学发展的重要保证。高校权力运行监控机制建设应抓好“五个结合”，为确保高等教育的科学发展提供政治保障。

Power monitoring mechanism is an important measure to improve the Party＇s work style and clean government, to regulate execution, and to prevent and tackle corruption at its source. It can promote running the school with honesty and building the system to tackle and prevent corruption. It can also improve the scientific building of the Party, and promote running satisfactory colleges and universities for the people. Furthermore, power monitoring mechanism ensures the overall implementation and realization of the spirits of General Secretary Hu Jintao＇s speech on the 90th anniversary and the 12th Five-Year Educational Plan in order to realize a scientific development of higher education. Power monitoring mechanism of universities and colleges requires five integrations to provide political guarantee for the scientific development of higher education.
