This paper classifies market failure and government failure into the two types respectively. Then it studies the manifestation of the second type of market failure and that of government failure in particular,and suggests some responses to such failures by developing relevant non -profit civil organizations vigorously. Finally, the paper points out the problems that should be concerned in the process of civil organization development, including ensuring the non - profit nature and safeguarding the staff~ interest so as to promote the sound development of such organiztions.
