20世纪后期,西方各国相继掀起了采用商业管理理论、方法和技术来提高政府部门公共管理质量和效率的＂新公共管理运动＂,并且取得了良好效果。而我国在同期进行了行政体制改革中也又受到＂新公共管理＂的影响,却并未取得期望中的良好效果。究其原因,则是我国与西方行政改革兴起的时代背景具有深层次的不同,行政改革的经济学理论基础在我国会陷入＂悖论＂。

The late 20th century,for getting rid of financial difficulties and improving government efficiency,as well as to meet the era of globalization,information and technology,western countries set off a wave of government reform,which is the use of business management theories,methods and techniques to improve government quality and efficiency of public administration of the ＂new public management movement＂,and achieved good results.Meanwhile our country in the same period in the reform of the administrative system and also been effected by ＂the new public management＂,but did not expect the good results obtained,The reason is that our country and western administrative reform in the background of rise has deep is different,and the administrative reform economics theory in China actually fall into the ＂paradox＂.
