在调研国内外城乡结合部污水处理相关政策和管理实践的基础上,针对北京市城乡结合部实际情况,通过现状访谈和典型分析,对北京市城乡结合部污水处理设施运行管理对策进行探讨,针对城中村、城边村、城郊村3种类型,分别提出了污水处理设施运行管理的大市政运营模式、共建共管模式、自建自管模式等不同管理模式,并从管理责任主体、经费筹措、运行监管等方面分别进行了论述。在此基础上,提出了北京市城乡结合部污水处理设施运行管理政策建议。

Based on the investigation of relative policies and management practices for the sewage treatment in the urban-rural conjunction areas in domestic and foreign countries,the strategies for the operation and management of the sewage treatment facilities in the urban-rural conjunction areas of Beijing are discussed through in-situ interview and typical case analysis.Three modes for different types of villages are proposed,e.g.,municipal operation mode for villages in the city,joint building-joint operation mode for villages at the edge of the city and self-sustaining mode for suburban villages.The subject of liabilities for management,financing and operation monitoring are also discussed.Further more,the policy suggestions on the operation and management of the sewage treatment facilities in the Urban-rural conjunction areas of Beijing city are proposed.
