本文针对目前我国特殊教育何去何从这一时代命题，提出了质优速快的特殊教育科学发展观，明确了发展特殊教育的核心是坚持以人为本，基长要求是全面协调可持续发展，根本方法是统筹兼顾。进而从四个方面提出了如何推进特殊教育的对策与措施，从而为我国特殊教育的发展献策献计。

Considering the thne issue of＂where the Special Education in China is going＂, this article makes clear the idea of＂People First＂ as the thoughts basis of special education, conducting the overall control and regulation for a sustainable development as its essential requirement, and making all plans and taking all factors as the root of method.
